What is the Elevator Regulation and how should it be implemented?

The Elevator Regulation is a legal framework prepared to ensure that all elevators placed on the market and put into service in Turkey are produced and used in a safe, high-quality, and technically compliant manner. This regulation is in compliance with the European Union’s 2014/33/EU Elevator Directive.

Scope of the Regulation:

  • All newly installed elevators

  • Safety components of elevators

  • Installation, manufacturing, design, and project planning processes

  • Placing on the market and the CE marking process

  • Safe use and inspection of elevators

Key Objectives:

  1. To ensure user safety

  2. To provide products and installation compliant with standards

  3. To enforce the mandatory CE marking

  4. To regulate notification and inspection processes

 

Responsibilities of Firms:

  • To carry out technical project planning and accurate design

  • To use appropriate safety components

  • To perform installation in compliance with standards

  • To provide the customer with a technical file, maintenance contract, and user manual

  • To fulfill CE requirements

Responsibilities of Building Owners/Managers:

  • To have an annual periodic inspection carried out

  • To hold a monthly maintenance contract

  • To use the elevator under safe conditions

  • To ensure defects are rectified in a timely manner

Periodic Inspection Color Codes:

 

  • Green: Safe

  • Yellow: Minor defects – Must be rectified within 60 days

  • Orange: Defective – Must be rectified within 30 days

  • Red: Very defective – Must not be used
